Title VI Nondiscrimination Policy

The City of Berkeley is committed to providing equal access to services, programs, information, and facilities in alignment with Title VI of the Civil Rights Act and related nondiscrimination statues and regulations. 

The City of Berkeley’s policy is to ensure all people can participate and benefit from City services free from discrimination. City programs and activities will not discriminate based on protected status, such as race, color, religion, sex (including pregnancy, sexual orientation, or transgender status), national origin, age (40 or older), disability and genetic information.

Our policy also ensures that City activities and projects do not have disproportionately adverse effects on minority and low-income populations, as identified through the U.S. Census. The City of Berkeley provides minority and low-income communities access to public information and an opportunity for public participation in matters relating to human health or the environment in order to assess impacts of projects on the community.

The City of Berkeley complies with the federal legal requirements below and related nondiscrimination statutes and regulations:

  • Title VI of the Civil Rights Act of 1964
  • Civil Rights Restoration Act of 1987
  • Executive Order 12898 on Environmental Justice

Submitting a Title VI Complaint

If you believe a City program or activity has discriminated against you because of your race, color, national origin, or other protected status, you may file a complaint within 180 days by filling out a complaint form (Español) and submitting:
